Комиссии ЕС предстоит решить нелегкую задачу – разработать новую программу иммиграционной политики, в которой интересы и амбиции государств-членов сочетались бы с общими целями будущего развития Евросоюза. Период реализации Стокгольмской программы оказался не очень удачным в данном аспекте. Следует отметить, что «общая» иммиграционная политика ЕС не означает единый свод правил, идентичный для всех стран, а лишь следование общим рамкам, целям и принципам на основе субсидиарности. Неизменным остается тот факт, что Европейский союз, несмотря на тяжелые кризисные времена, остается и, видимо, будет оставаться привлекательным для граждан третьих стран в течение длительного времени. Это обстоятельство, несомненно, сыграет свою роль в тот момент, когда европейские политики будут принимать конкретные решения по вопросу о том, следует ли им ограничивать приток иммигрантов.

Подходы Совета Европы к проблемам миграции
Аннотация. В статье рассматриваются подходы Совета Европы к проблемам миграции, отразившиеся прежде всего в большом числе выработанных в нем конвенций, рекомендаций, а также методических пособий, исследований и докладов. В этих актах и документах регулируются основные вопросы правового положения мигрантов или даются практические советы государствам-членам по обеспечению их прав и их интеграции в принимающие общества. Большой интерес представляют также концептуальные подходы СЕ к роли миграционных процессов в экономическом и социальном развитии европейских стран и к проблемам «мультикультурного общества».
Abstract. The article considers the approach of the Council of Europe to migration problem which is reflected in a great number of conventions, recommendations, instructional guidelines and reports, elaborated by this organization. These instruments and documents contain provisions for regulations concerning the main questions of the legal status of migrants or practical advice to member states aimed at ensuring their rights and their integration in society. The conceptual approaches of the Council of Europe towards the role of migration processes in the economic and social development of the European countries and towards the problems of the «multicultural society» are also of great interest.
