Краткая история неолиберализма

Рост внимания к требованиям демократического управления, а также экономического, политического и культурного равенства и справедливости не означает возврата к какому-то «золотому веку». Предстоит еще заново обрести смысл каждого требования, чтобы оно соответствовало современным условиям и возможностям. Демократия древних Афин имеет мало общего со смыслом, который вкладывается в это понятие в настоящее время и который соответствует разнообразным обстоятельствам, сложившимся в Сан-Паулу, Йоханнесбурге, Шанхае, Маниле, СанФранциско, Лидсе, Стокгольме и Лагосе. Удивительно, что по всему миру, от Китая, Бразилии, Аргентины, Тайваня и Кореи до Южной Африки, Ирана, Индии и Египта, в борющихся нациях Восточной Европы и в центральных странах развитого капитализма, существуют группы и социальные движения, которые требуют реформ, основанных на какойлибо версии демократических ценностей.

Американские лидеры, пользуясь серьезной поддержкой внутри страны, навязали миру идею о том, что американские неолиберальные ценности и понимание свободы универсальны и первостепенны и за эти ценности стоит сражаться и умирать. Мир может отвергнуть этот имперский жест и утвердить в качестве основы неолиберализма и неоконсервативного капитализма совершенно другие ценности, связанные с открытой демократией и обеспечивающие достижение социального равенства, экономического, политического и культурного равноправия. Позиция Рузвельта может стать основой этого процесса. Необходим альянс внутри США, чтобы обеспечить поистине народный контроль над государственным аппаратом и развить, а не сократить демократические инструменты и ценности в условиях рыночного влияния.

У свободы есть гораздо более радужные перспективы, чем те, которые предлагает неолиберализм. В мире возможна гораздо более разумная система управления, чем та, что складывается в условиях неолиберализма.
