Как видим, политические дискуссии между вигами и тори в начале ХVIII в. во .многом определялись проходившей тогда войной за испанское наследство. Политическая борьба принимала подчас весьма острые формы, и в ходе ее высказывались различные суждения о стратегии и тактике военных действий, об отношениях с союзниками, об условиях заключения мира. Политические противники резко обвиняли друг друга в проведении политики, противоречившей национальным интересам страны. В позициях различных сил проявились требования, которые четко прослеживаются в политической борьбе в дальнейшем. Вместе с тем нельзя игнорировать того, что взгляды политиков и целых группировок не были статичны, они менялись, причем не только с изменением исторической обстановки, но и по личным мотивам.
